The filter will reduce the brightness of the bright area. Be sure to meter on the dark area (the foreground
in this case), before attaching the filter.
Be careful, also, that there is a clean horizon line, (since the line on the filter will be straight), and that there is not something dark in the foreground that is sticking up into the area that will be covered by the filter (such as a tree or spire) because it will be darkened further by the filter.
